If you have the atmospheric correction module, you could use FLAASH or Quac to convert radiance to reflectance. Otherwise, there are other tools in ENVI such as Empirical Line calibration (requires field measurements), dark subtraction (to help remove scatter in the visible bands), IARR, Flat Field and Log residuals to calculate relative reflectance.
