Hi,           Is there a bug in ENVI in opening raw satellite images, because if i open raw tiff image in ENVI it is rotated and transposed. So, every time if i open a raw image i want to roatate by 90 degree and transpose the image. how this problem can be sort out  for raw images (unprojected).

By default, ENVI displays images in top-to-bottom order.  This is the convention for the Remote Sensing industry.   It looks like you would prefer a display that shows bottom-to-top order, which is the convention in some other industries.  To change the way the image is displayed in ENVI, you can use the tool found under Basic Tools > Rotate/Flip Data.  If you apply a 270 degree rotation, and choose Yes for Transpose, then you will end up with an output image in the order you expect.
