A .bin file is typically a flat binary file with no additional information no how the file is structured (number of samples, lines, bands, data type, interleave, etc.).  Most flat binary files come with additional information in a text file that describes the file format so that you can enter this information in the file header dialog that will open when you try to open the .bin file directly.  You will need to know this additional information to open these files.
