Do you want to make a digital elevation image from a pair of stereo images? If so, ENVI has a module called Digital Elevation Module (DEM) Extraction that you can use to do that. You have to purchase it separately. You can find out more about it from ENVI's Help system, under ENVI Modules > DEM Extraction.
Or do you have an elevation image, and you want to overlay another image onto a 3D surface generated from that image? You can do that by first displaying the image you want to overlay, then choosing Topographic > 3D SurfaceView. You can find more in the ENVI Help system under Using ENVI > Topographic Tools > Using 3D SurfaceView.
Or maybe neither of these?

Dear Peg
Thank you for your consideration. already i make DEM from PRISM data, but my question is this, whether digital suface model is 3D surface or not? Thank you so much for your inquire.

I'm afraid that I don't understand your question. If you'd like to try explaining it again, I will be happy to try to answer.

Not sure if I understood Fadaei correctly but I guess 3D surface view is just based on what you supply as an input if it is DEM then the view is not DSM.

The 3D SurfaceView shows a 3D representation of whatever data you give it. If you give it an image, and specify a DEM as the surface to drape the image over, then it will show the image draped over the elevations from the DEM. So, it will look somewhat like the actual surface of the earth.
There are different definitions of DSM, and I'm not sure which you are meaning.
