I apply for an account and plan for downloading the Envi 8 .but the webpage show me "Access Deny" why and how to download??? what is the problem?

Sometimes it takes a little time for your account to go through the verification process. If you've already waited, and your account is still not letting you download, then you will want to contact ITT VIS tech support, or your local ENVI distributor, for help with that.
