I am not getting below mentioned option on the new GUI of ENVI 5. 1. How to create map layout (with border, grid, north arrow scale etc.) 2. How to perform attribute query? Let me know If there is any way to resolve the issues without ENVI Classic and ArcGIS?

1. ENVI 5 uses the ArcGIS print layout manager for creating map layouts. This requires ArcGIS to be installed. 2. Vector queries are not yet supported in ENVI 5 but are on the roadmap in the future. Both of these tasks could be performed in ENVI Classic.
