The algorithm is to calculate a mean and standard deviation of all the overlapping pixels and calculate a gain and offset value to apply to each item you want to adjust. This means all the data contain the same mean and standard deviation, which makes otherwise unrelated data look the same. I don't believe this is in the ENVI Help but with ENVI 5.1 there will be a new mosaic tool and a new color balancing process that will be documented.
