I recommend that you submit this issue directly to Exelis VIS Tech Support or your local distributor. I am guessing that it may also be very helpful if you could send in some example data that illustrate the problem, if possible. It sounds like you must have a shapefile, and also the geocoded raster would be needed. This will help the developers track down what is going wrong.
