When I apply flaash with ENVI 5.1 and Landsat OLI. when flaash starts why automaticly open a popup window with Spectal Library Viewer. Is it normally or a problem of my system or mine.

The spectral library for the specified sensor will be opened and used when you run FLAASH. It is normal behavior to open the file and Viewer.

Thank you for your quick, positive and brilliant reply. I have some question
I am using ENVI 5.1. I wants to use this hyperion Data "EO1H1400462013319110PZ_MTL_L1GST"
I wants to get Surface Reflectance of this image. What step should I follow?
is their any necessity of Hyperion Tool? Please reply

The Hyperion dataset should have the necessary metadata to use the Radiometric Calibration tool in ENVI. You can use this tool to convert the data to radiance using the 'FLAASH Settings' option. Then you can atmospherically correct the data using FLAASH or Quac.
By the way, the behavior of the Library Viewer opening the Filter Function is not really necessary so I created a bug report to suppress the viewer when opening Filter Functions.

When I use the Hyperion image with Radiometric Calibration Tool, with Flaash Setting, after completing calibration, a Pop up window appeared, and showing that
"The following spectral value in the ENVI header is not consistent with the number of bands: bbl
This value will be ignored."
When I reopen the calibrated image then it also shows same.
What value or File I have to use for "Radiance Scale Factor" at Flaash
is 'Flaash setting' option of 'Radiometric Calibration' tool works with Quac?
Please help me

Try using Edit ENVI Header-Edit Attributes->Bad Bands list. If any bands are set to 'bad' then set them all to 'on' and save the header.
Yes, you can use the radiance image from FLAASH settings directly in Quac.

If you use FLAASH Settings in the Radiometric calibration tool, then the data should be in the expected radiance units. You can use a scale factor of 1.
