Can Spectral Angle Mapper or Matched Filtering classification be performed without doing Pixel Purity Index? If not why? If yes how?

Sure, you can run both of these straight on the original image, by choosing either Spectral > Mapping Methods > Mixture Tuned Matched Filtering or Classification > Supervised Classification > Spectral Angle Mapper Classification from the ENVI Toolbox. The only reason to run the PPI is if you are trying to find the purest pixels in your image, to use as image endmembers. But if you already have target spectra that you want to look for in the image, then there is no reason to go through the whole hourglass workflow. - Peg Exelis VIS
