To calculate the NDVI, I calibrate the level of radiance or reflectance level ?, because the values are different, you must perform calibration?

Typically, vegetation indices work best when you convert to surface reflectance. Radiometric Calibration will calculate either radiance or top-of-the-atmosphere (TOA) reflectance. If you plan on comparing different NDVI images (from different times) then an atmospheric correction using something like Quac or FLAASH would be best.
