Hi,
I'm trying to use the Extract Features with Ruleset function from the ENVI toolset in ArcGis 10.4.
Does the XML ruleset file need to be created by the Feature Extraction module in ENVI? Or would there be another way to create rules to be used by the ENVI tool in ArcGIS?

You will need to first generate the ruleset in ENVI, then it can be used in the ENVI Tool in ArcGIS.

Thanks Mari. Is the Feature Extraction module the only way I can generate a ruleset?

Yes, you will need to have the Feature Extraction module to create a ruleset and also to run the tool in ArcGIS. Arc is going to call the routine from ENVI.
