Using Toolbox Tools Via Command Line

Is it possible to run the toolbox tools through a command line? I am interested in using the "Photographic Stretch" tool on serveral GeoTiff image products. I would like to write a shell or python script that would be able to execute a command to call the "Photographic Stretch" tool on these images.

There are many tools in the ENVI Toolbox that have an AP:
https://www.harrisgeospatial.com/docs/routines-2.html
However there is no exposed API for ENVI's photographic stretch. Some tools do not have an API and this is one of the older tools that does not unfortunately.
