The data are scaled by 0.1 according to the ASTER 08 product page:
https://lpdaac.usgs.gov/dataset_discovery/aster/aster_products_table/ast_08_v003
After you open the data, you can use Band Math to multiply the data by 0.1 using:
float(b1) * 0.1
where b1 can be mapped to the surface kinetic temperature band.

The surface kinetic temperature is same as Celsius temperature? How to transform them?

When you apply the scale factor, it is converted to Kelvin. You can use Band math to convert it to Celsius.
