I have an ROI that I'm trying to recover the spatial information out of (it should be a bunch of pts), but the file it is related to is long lost, and I have no idea what the number of lines and number of samples of that file is -- is there any way for me to pull the info back out of this ROI? ENVI_GET_ROI_IDS requires the file the ROI is associated with, not the ROI itself. Thoughts?

Unfortunately, there is no way to retrieve ROI information without information about the original file dimensions. ROIs are completely dependent on the image dimensions from which they were created.
