[Internal] Eclipse log error: Bundle was not resolved

In this particular case IDL 7.0 under a Power PC Mac with OS X 10.4.11 an error message occurs after a second installation of the software. A message window appears with the message:
"An error has occurred. /users/username/.idl/itt/idl-workbench-config-idl70/1198465025676.log"
where the log file name in this case is a particular example. Multiple attempts yield different log file numbers in the error message.
Discussion
A customer has encountered the following problem. Initially the customer had trouble installing IDL 7.0 from the download page (OS 9 Classic icon associations). He then re-installed IDL from the DVD that he received. He may or may not have deleted all the original installation files before proceeding with the re-installation from the DVD. After the second installation everything seemed to be going better, the license wizard worked and the icons appeared correctly.
However, the IDL Workbench would not open. A message window appeared saying:
"An error has occurred. /users/username/.idl/itt/idl-workbench-config-idl70/1198465025676.log"
The log file name was different for each new attempt of running the IDL Workbench. A small portion of this log file is shown below:
