/dm/READ.ME discusses ODBC related issues and towards the bottom reads:

The $IDL_DIR/bin/bin./dm/READ.ME file talks about 'Installed Files' towards the
bottom stating that 'If you install all drivers, Setup copies the following files to the
product installation directory.'... then it lists a bunch of subdirectories and files that
are supposed to exist... but only about 1/2 of the files are actual there. Where did this
'READ.ME' file come from? Why are there different versions depending on ? Perhaps
it needs to be updated or removed from the installation?

Don't worry about it. The read.me is from Intersolve our ODBC vendor (look at the top). We
don't ship everything they provide and the files are renamed. (from iv* to dm*) This file
is shipped because it contains valuable information (all the workarounds).

Yeah... that's what I figured, but we might want to have someone (release engineering?)
edit it so it doesn't confuse our users.

I agree this should be done, but it will probably not happen because of resource issues and
