Typically VPN connections will allow IDL to obtain licenses from a server on the same network, so I'm not sure what might be different regarding the Cisco AnyConnect (after looking through some of their documentation, nothing was obvious as to what might cause this to fail).
Generally however, IDL requires TCP communication to be open on port 1700, so some things that you can try to test this connection are:
1. Attempt to ping the server name and IP address
2. Attempt a telnet session to the server name and IP address on port 1700 (telnet servername 1700)
(If the above items fail, that might be handy to work with your network administrators to see if they can determine why this communication is not present)
3. Verify that any firewalls present on the server and client system allow communication on port 1700
