You may not be able to find appropriate values for the Principal Point x and y. Those are properties of the camera used to collect the image. For sensors like AVNIR-2, you would need to calculate the principal point for your particular imagery, taking into account things like the side-looking angle. You would probably need to get some camera alignment parameters from JAXA to do the calculation. I was able to find some papers on the internet that discuss some of the complexities involved:

The short answer, though, is that you cannot necessarily calculate RPCs for any type of imagery using ENVI's Build RPCs tool. You do need to have quite a bit of information about the camera in order to do it, and it needs to be one of the types of sensors that ENVI's tool supports (Frame Camera, Digital (frame central or line central) Camera, or Pushbroom Sensor).
