My guess is that the "meanOffNadirViewAngle = 10.3" is going to be what FLAASH wants for zenith. For FLAASH, 180 degrees is for a nadir viewing sensor, so I assume the 10.3 is degrees off Nadir. So for Zenith, it might be 180-10.3=169.7 degrees.
I am not sure how they are describing Azimuth. The help for FLAASH describes azimuth: The azimuth angle is defined as the azimuth (the angle between the line of sight and due North) of the sensor as viewed from the ground. This angle is arbitrary for nadir-viewing sensors. Azimuth values must be between -180 and 180 degrees. For example, if your azimuth from the sensor is 90 degrees (due east), then the azimuth from the ground is -90 degrees (due west).
I am not certain but it looks like the satellite azimuth is 110.3 degrees from north. If the satellite is pointing 110.3 degrees from north (SE), than the view angle from the ground is 110.3 - 180 = -69.7 (NW).
It is probably a good idea to check with the data provider to make sure these parameters are what is assumed above.
