How can I control license usage on my floating license?

I would like to prevent users from using specific features, or reserve license features for specific users and am using a floating license. How would I go about accomplishing this?

FlexLM enabled products such as the Exelis VIS product suite use what's called an options file to control license usage for specific users or groups.
