Hi. I am wondering if anyone can help. I have ENVI 5.1 and am using Landsat 8 data. The radiometric tool will only allow me to change the dn values to radiance, there is no option for reflectance. Also, after checking the metadata it appears that all the reflectance data are the same and therefore are not functional in band math. Is there a way for this to be solved? Any help would be greatly appreciated.

I just ran a test in ENVI 5.1 opening a Landsat-8 dataset using the _mtl.txt file. I ran the radiometric Calibration tool selecting the 7 band MS dataset as input. In the Calibration Type dropdown list, I have the option of output to Radiance or Reflectance. So this should work for you if the metadata is present and correct. You mention that 'after checking the metadata it appears that all the reflectance data are the same'. Can you explain what you mean by this? Do you mean the radiance data or did you convert the data to reflectance using another method? What did you see in the metadata indicating that all the data are the same?
