    Hi,

I would like to convert a Level 1c Landsat 8 OLI product to surface reflectance like that of the multispectral bands. Do i have to follow the same procedure of Level 1C bands -> Radiometric calibration -> FLAASH or is there intermediate steps that has to be included for thermal bands ?

FLAASH and Quac do not support thermal data. You would instead use the thermal atmospheric correction tool:

Thanks for the reply. I couldn't reply as i was out of town for couple of days.

I've tried Thermal Atmospheric Correction tool. But the values are in the range of 0 to 1.2. Does that mean it's still in ToA ? Does it have anything to do with scale factor ? I want Thermal bands to be in the unit of wavelength as i would like to do band combinations with other atmospherically corrected bands which are in the unit of spectral wavelength

When you open your Landsat OLI using the metadata file, the bands should have the wavelengths assigned to each band (10.4 and 12 um). This should be retained through radiometric calibration and thermal atmospheric correction. After the correction, you can use Emissivity normalization or Emissivity reference channel to calculate brightness temperature from the atmospherically corrected data.
