Licensing 3.1.9 Release Notes

What's New in This Release

This release was migrated to cURL 7.62.0, which uses OpenSSL 1.1.0j. This release also fixes the following issue:

CLL-308 Received the message "Unable to license IDL." Could not create list of all PIDs on a device.
