NITF format Worldview-2/3 display issue in ENVI 5.3 / ENVI 5.3 SP1

Users of the 5.3 and 5.3SP1 versions of the ENVI software may experience an issue when working with multispectral imagery products in NITF format with NCDRD metadata. The issue primarily impacts DigitalGlobe products for WorldView-2 and WorldView-3 multispectral image datasets and is logged as "ENVI-70783" in the Harris Geospatial Solutions (Exelis VIS) issue management system. The observed behavior of this issue is certain spectral bands may be read with all pixels having a value of zero (0) which will most readily manifest as distorted color in the image display. For example, after opening a NITF format dataset the image may appear extremely blue in visual representation:
