Cause:
When this error occurs, it means that an ENVI, IDL, or ENVI+IDL session is actively using a license, which is disabling the capacity to activate additional licenses. Closing the session will resolve this conflict.

Solution:
Close the ENVI, IDL, or ENVI+IDL instance you have open. This enables your system to activate additional licenses. Open the "Harris License Administrator" tool and attempt to activate the code again.
